Reflect Group prepares builder's bills of quantities, estimates and cost plans for residential and commercial projects across Sydney. Every bill is measured in CostX and delivered in Excel, arranged by trade to suit tender pricing.
Each service is quoted on a fixed basis so the builder knows the fee before the drawings are opened. Services trades are carried as coverall items unless detailed measurement is commissioned.
Architectural, structural, civil and landscape trades measured in full from the issued revision set, with assumptions stated in the bill rather than raised as questions. Provisional items where the documentation is silent.
Rates applied to the measured quantities to produce a tender estimate the builder can stand behind, with trade totals, preliminaries and a clear line between measured, provisional and coverall sums.
Elemental cost plans at concept, DA and construction-certificate stages for owners, developers and architects who need a reliable figure before the design is fixed.
Subcontractor and supplier quotes levelled against the bill so scope gaps, exclusions and double-ups are visible before a trade is let.
The order matters. The documentation is fixed first, then measured, then qualified, so that every quantity in the bill can be traced back to a drawing number and revision.
Every drawing, schedule, specification and report in the set is listed with its revision in an appendix to the proposal. Later revisions or a material change in scope are priced separately.
Trades are measured from the plans, sections and schedules. Reinforcement is taken as detailed or at stated ratios; structural steel in bulk tonnage with a nominal allowance for connections.
Where the documents are silent, the assumption is written into the bill. Temporary works, hazardous materials and undetailed joinery are carried as provisional or coverall items so nothing is hidden inside a rate.
Bills of quantities and estimates are quoted as fixed fees per project. Reviews, variations and ad hoc advice are charged against the schedule of rates below.

A written fee proposal is issued for every project. It sets out the scope of measurement, the trades included, the qualifications that apply and the documentation the fee is based on, and is valid subject to prompt acceptance.
Fees are exclusive of GST. The proposal is confirmed by returning the signed acceptance page by email.
A bill of quantities is only useful if the builder can trust it on tender day. That trust is built one qualification at a time.
